This proposal can be implemented, but it requires some adjustment. The following elements would require modification: Although the description of the online electronic IDentification, Authentication and trust Services (eIDAS)-compatible technical infrastructure is not provided, it is assumed that, to be eIDAS-compatible, it will rely on the use of notified eIDs and trust services (possibly electronic signatures) under eIDAS. In that sense, the Connecting Europe Facility (CEF) Telecom Programme is already funding actions aimed to benefit from the use of eID and eSignatures in online services, so there is a potential overlap between the proposed project and the objectives already covered by CEF. In particular, CEF is supporting the cross-border exchange of attributes linked to eID, so the use of these attributes can be a means of implementing child protection mechanisms (e.g. age verification for access to online content based on the birth date contained in the eID). It would be necessary to redesign the project so that their goals do not enter into conflict with CEF. Therefore, the technical infrastructure to be deployed should not overlap with the technical infrastructure that is already being deployed, in the context of eIDAS, funded by the CEF Programme.
